Understanding the Portuguese healthcare system requires the passive voice to describe how things are done.
Passive voice (ser + past participle):
- Os medicamentos são comparticipados pelo Estado. — Medicines are subsidised by the State.
- Os utentes são atendidos por ordem de chegada. — Patients are seen in order of arrival.
- O SNS foi criado em 1979. — The NHS was created in 1979.
The past participle agrees in gender and number with the subject: A consulta foi marcada (fem.), Os exames foram feitos (masc. pl.).
The Portuguese healthcare system (SNS):
- Public, universal healthcare funded by taxes
- Each citizen is assigned a médico de família (family doctor)
- Centro de saúde = local health centre (first point of contact)
- Urgências = emergency services at hospitals
- Comparticipação = the State subsidises part of medicine costs
Comparing systems:
- Em Portugal, o sistema é público. No meu país, é privado. — In Portugal, the system is public. In my country, it is private.
- As listas de espera são mais longas do que... — The waiting lists are longer than...
