Past Continuous + Past Simple in Hindi
Use this combination to describe a news story:
Past Continuous sets the background: verb stem + रहा/रही था/थी
वह चल रहा था। — He was walking.
Past Simple interrupts: verb stem + आ/ई/ए (perfective)
तभी दुर्घटना हुई। — Then the accident happened.
जब...तब / तभी — when...then
जब वह जा रहा था, तभी बारिश शुरू हुई। — When he was going, it suddenly started raining.
जबकि — while
जबकि वे काम कर रहे थे, बिजली चली गई। — While they were working, the power went out.

गवाह बतायागवाह ने बतायाबताना is a transitive verb — the subject needs ने in past tense
