Understanding the Portuguese healthcare system requires the passive voice to describe how things are done.
Passive voice (ser + past participle):
- *Os medicamentos são comparticipados pelo Estado.* — Medicines are subsidised by the State.
- *Os utentes são atendidos por ordem de chegada.* — Patients are seen in order of arrival.
- *O SNS foi criado em 1979.* — The NHS was created in 1979.
The past participle agrees in gender and number with the subject: *A consulta foi marcada* (fem.), *Os exames foram feitos* (masc. pl.).
The Portuguese healthcare system (SNS):
- Public, universal healthcare funded by taxes
- Each citizen is assigned a *médico de família* (family doctor)
- *Centro de saúde* = local health centre (first point of contact)
- *Urgências* = emergency services at hospitals
- *Comparticipação* = the State subsidises part of medicine costs
Comparing systems:
