Climate Change: The 3rd Type Hypothetical in Italian
The third type hypothetical (periodo ipotetico del 3° tipo) expresses an unreal situation in the past, with its consequence also in the past.
Structure
Se + congiuntivo trapassato ... condizionale passato
Se avessimo agito prima, avremmo evitato la crisi climatica.
(If we had acted sooner, we would have avoided the climate crisis.)
Both the condition (avessimo agito) and the consequence (avremmo evitato) are in the past.

Se i governi avessero ridotto le emissioni negli anni ''90, il cambiamento climatico sarebbe stato meno grave.
(If governments had reduced emissions in the 90s, climate change would have been less severe.)

Distinction from the mixed conditional

Rhetorical use
When arguing about climate, this hypothetical type allows collective reproach or regret to be expressed with particular force.

Le emissioni di carbono devono ridursi.Le emissioni di carbonio devono essere ridotte.'Ridursi' is reflexive. To express a mandatory passive reduction, use 'essere ridotte'.
Il obiettivo è raggiungibile.L'obiettivo è raggiungibile.'Obiettivo' starts with a vowel — the article is 'l' before a vowel, not 'il'.
L'ambiente è in pericolo da molti anni.L'ambiente è in pericolo da molti anni. / L'ambiente è stato in pericolo per molti anni.With da + duration, present tense is correct (ongoing); per + duration suits the past.
Se non facciamo niente, il pianeta distruggerà.Se non facciamo niente, il pianeta si distruggerà.Distruggersi is reflexive here: si distruggerà, not distruggerà.
