Spanish news headlines often use the passive voice, which is common in journalistic style:

Passive voice with ser:

fue detenido (was arrested) — simple past passive
ha sido liberado (has been released) — present perfect passive
está siendo investigado (is being investigated) — progressive passive

El sospechoso fue detenido ayer por la policía.
(The suspect was arrested yesterday by the police.)
La víctima ha sido liberada esta mañana.
(The victim has been released this morning.)
El caso está siendo investigado por las autoridades.
(The case is being investigated by the authorities.)

Structure: subject + ser (conjugated) + past participle (agrees in gender and number)

Headlines often omit articles and auxiliary verbs to be more concise: "Detenido hombre en Madrid" instead of "Un hombre ha sido detenido en Madrid".
