To navigate Spanish public services, you need to master modal verbs of obligation and permission:

Necesitas... (You need to...) — soft obligation
Tienes que... (You have to...) — strong obligation
Puedes... en el/la... (You can... at the...) — permission

Necesitas pedir cita previa para el ayuntamiento.
(You need to make an appointment for the town hall.)
Tienes que rellenar este formulario.
(You have to fill in this form.)
Puedes enviar el paquete en Correos.
(You can send the package at the post office.)

Other useful structures:

Hay que... (One must...) — impersonal
Se puede... (One can...) — impersonal
No se permite... (It is not allowed...) — prohibition

Hay que llevar el DNI original.
(You must bring the original ID card.)
