Spanish news headlines often use the passive voice, which is common in journalistic style:

Passive voice with ser:

fue detenido (was arrested) — simple past passive
ha sido liberado (has been released) — present perfect passive
está siendo investigado (is being investigated) — progressive passive

*El sospechoso fue detenido ayer por la policía.*
(The suspect was arrested yesterday by the police.)
*La víctima ha sido liberada esta mañana.*
(The victim has been released this morning.)
*El caso está siendo investigado por las autoridades.*
(The case is being investigated by the authorities.)

Structure: subject + ser (conjugated) + past participle (agrees in gender and number)

Headlines often omit articles and auxiliary verbs to be more concise: *"Detenido hombre en Madrid"* instead of *"Un hombre ha sido detenido en Madrid"*.
