  그럼에도 불구하고 is a fixed adverbial phrase. Do not attach -지만 to it.

  -(으)ㄴ데도 불구하고 attaches to a verb or adjective clause, requiring proper tense marking.

  Again, do not double the obligation. 받아야 한다 already expresses strong obligation.
