  据说 introduces a reported statement directly. No 是 is needed between 据说 and the main clause.

  The parallel structure 有人认为…，也有人认为… should have matching grammatical content. Avoid inserting 是 in the second clause.

• ✗背井离乡是一个成语，意思是快乐的。
  ✓背井离乡是一个表示悲伤离乡的成语。

  背井离乡 describes the pain of leaving home. Using it to describe a happy departure is a cultural and semantic error.

• ✗据报道，但是移民数量增加了。
  ✓据报道，移民数量有所增加。

  据报道 introduces a factual report. Adding 但是 introduces contrast that is not logically needed here.

• ✗他们安居乐业地生活。
  ✓他们在新家园安居乐业。

  安居乐业 is a complete idiomatic phrase used as a predicate. Do not add 地 after it as if it were an adverb.
