Ethics and Technology
Portuguese provides rich structures for discussing ethical dilemmas and technology regulation:
Subjunctive for ethical concerns:
- É fundamental que os governos regulamentem a inteligência artificial. (It is fundamental that governments regulate artificial intelligence.)
Conditional for ethical hypotheticals:
- Se não houvesse regulamentação, as empresas abusariam dos dados pessoais. (If there were no regulation, companies would abuse personal data.)
Impersonal constructions for objectivity:
- Convém que se proteja a privacidade dos cidadãos. (It is advisable that citizens' privacy be protected.)
- É necessário que haja transparência nos algoritmos. (It is necessary that there be transparency in algorithms.)
The present subjunctive (regulamentem, proteja, haja) after impersonal expressions like é fundamental que, convém que, and é necessário que is essential for formal ethical discourse.

Se não havia regulamentação...Se não houvesse regulamentação...Hypothetical 'se' requires the imperfect subjunctive: 'houvesse', not the indicative 'havia'.
