Democracy: Present Subjunctive after Impersonal Expressions
In Italian B2, the present subjunctive (congiuntivo presente) is mandatory after certain impersonal expressions that express necessity, importance, suggestion, or doubt.
Impersonal expressions + che + subjunctive
È essenziale che... (It is essential that...)
È essenziale che ogni cittadino voti.
(It is essential that every citizen votes.)
È necessario che... (It is necessary that...)
È necessario che la politica sia trasparente.
(It is necessary that politics be transparent.)
È importante che... (It is important that...)
È importante che i diritti vengano rispettati.
(It is important that rights be respected.)
Suggerisco che... (I suggest that...)
Suggerisco che il governo renda conto ai cittadini.
(I suggest that the government be accountable to citizens.)
È meglio che... (It is better that...)
È meglio che il dibattito avvenga in modo civile.
(It is better that the debate take place in a civil manner.)

È necessario che i partiti rendono conto ai cittadini.È necessario che i partiti rendano conto ai cittadini.'È necessario che' governs the subjunctive (rendano), not the indicative (rendono).
Il governo hanno deciso di...Il governo ha deciso di...Il governo is singular: the verb agrees in the singular (ha, not hanno).
I cittadini vogliono che il presidente fa qualcosa.I cittadini vogliono che il presidente faccia qualcosa.Volere che requires the subjunctive: faccia, not fa.
