Raising Questions: Het roept de vraag op of... & Er-constructions
Dutch uses specific constructions for raising philosophical and ethical questions, common in technology ethics debates.
Het roept de vraag op of... (It raises the question whether...):
- Dit roept de vraag op of AI ethisch verantwoord is. — This raises the question whether AI is ethically responsible.
Oproepen is a separable verb — in main clauses, op goes to the end:
- De technologie roept veel vragen op. — The technology raises many questions.
Er-constructions for impersonal subjects:
- Er moet worden nagedacht over privacy. — Privacy must be considered.
- Er bestaat geen eenvoudig antwoord. — There is no simple answer.
- Er wordt beweerd dat algoritmes bevooroordeeld zijn. — It is claimed that algorithms are biased.
De vraag is of... introduces philosophical questions:
- De vraag is of we technologie kunnen vertrouwen. — The question is whether we can trust technology.
Het valt te betwijfelen of... (It is doubtful whether...):
- Het valt te betwijfelen of surveillance effectief is. — It is doubtful whether surveillance is effective.
These structures allow for nuanced, philosophical discussion about the ethical implications of technology.

Dit oproept de vraag of...Dit roept de vraag op of...Oproepen is separable: roept...op. In main clauses, the prefix op goes to the end.
Er moet nagedacht worden over privacy.Er moet worden nagedacht over privacy.In formal Dutch with er + modal, the order is moet worden + past participle.
De vraag is dat we technologie kunnen vertrouwen.De vraag is of we technologie kunnen vertrouwen.Use of (whether), not dat (that), when introducing an open question.
Het valt betwijfelen of...Het valt te betwijfelen of...The construction requires te before the infinitive: valt te betwijfelen.
