-하여야 한다 (must, should — formal/legal register) is essential here: 난민 신청자는 보호를 받아야 합니다. (Asylum seekers must receive protection.)
-다고/라고 introduces reported viewpoints: 전문가들은 다문화 사회가 경제에 이롭다고 합니다. (Experts say multicultural societies benefit the economy.)
-(으)ㄴ데도 불구하고 highlights policy gaps: 많은 이주자들이 기여하고 있는데도 불구하고 여전히 배제됩니다. (Despite many migrants contributing, they are still excluded.)
