- 要是材料不齐的话，就要重新提交。(yàoshi cáiliào bù qí de huà, jiù yào chóngxīn tíjiāo) — If the documents are incomplete, you have to resubmit.
需要…才能… — need to … in order to:
- 需要提供身份证才能办理。(xūyào tígōng shēnfènzhèng cái néng bànlǐ) — You need to provide your ID to process this.

常见错误
我去了市政厅办了手续了。我去市政厅办了手续。Do not use 了 twice in this sentence — one 了 after the verb 办 is enough. Remove the second 了 at the end.
请问哪里是排队的地方？请问在哪里排队？Simply ask 在哪里排队 (where to queue) — 哪里是排队的地方 is unnecessarily roundabout.
我要填写这个表格纸。我要填写这张表格。Use the measure word 张 for paper/forms. 表格纸 is redundant — 表格 alone is correct.
我的申请被拒绝了被官员。我的申请被官员拒绝了。In a 被 passive, the agent goes immediately after 被 — 被官员拒绝了, not 被拒绝了被官员.
证明文件要盖章印。证明文件要盖章。盖章 already means to stamp/seal — adding 印 is redundant.
