For public services in German, modal verbs express obligation and permission.
müssen (must/have to):
- Sie müssen sich anmelden. (You must register.)
- Man muss einen Termin machen. (One must make an appointment.)
können (can/may):
- Sie können das Formular online ausfüllen. (You can fill in the form online.)
- Das können Sie beim Rathaus beantragen. (You can apply for that at city hall.)
dürfen (may/be allowed):
- Hier darf man nicht rauchen. (One is not allowed to smoke here.)
- Sie dürfen den Antrag per Post schicken. (You may send the application by post.)
Impersonal "man": Use man for general rules: Man muss die Frist einhalten. (One must meet the deadline.)
